I wonder if one of the spinoff benefits of doing more participatory evaluation might be broader community ownership of the impacts (positive and negative) of current approaches to creating public benefit? In other words, I wonder if incentivizing more participatory evaluation could be an intervention in and of itself? Might it break down barriers between community members, end users, and organizational staff such that we all start to hold ourselves accountable for creating more just and equitable communities?
